This bill, the Federal Human Capital Transparency Act, amends Title 5 of the United States Code to require the Office of Personnel Management (OPM) to annually collect data on the federal workforce, including the total number of federal employees, prime contractor employees, subcontractor employees, and employees of federal grant and cooperative agreement recipients who are issued credentials to access agency property or systems. The bill also expresses the sense of Congress that federal agencies should manage their entire blended workforce, including employees, contractors, and grantees, using a comprehensive and holistic approach to advance their missions as effectively and cost-efficiently as possible, without using artificial numerical limits on headcounts or full-time-equivalent positions.
