This bill authorizes the use of digital license plates in New Jersey. The New Jersey Motor Vehicle Commission (the "Commission") can permit the use of digital license plates and digital license plate devices upon application by the vehicle owner. The digital license plates must display the vehicle's registration number at all times and any personally identifiable information stored on the device must be limited to what is necessary for the Commission to approve the use of the device and for the manufacturer or vendor to provide services to the owner. The use of digital license plates is optional, and owners can choose to use them instead of a conventional license plate. The Commission will establish standards for the use of digital license plates, including protocols for data sharing, privacy, and security, and may authorize the sale or resale of the digital license plate devices. The Commission is also required to promulgate rules and regulations to govern the issuance and use of digital license plates and devices.
