This bill establishes the Hydrogen Infrastructure Finance and Innovation (HIFIA) pilot program, under which the Secretary of Energy will provide financial assistance, including grants and low-cost loans, to eligible entities for eligible hydrogen infrastructure projects. The bill requires the Secretary to conduct a study on various aspects of hydrogen infrastructure, such as pipeline layouts, materials and metallurgy, hydrogen leakage, and best practices for construction and maintenance. The bill also directs certain federal agencies to assess their jurisdiction and authority over the siting, construction, safety, and regulation of hydrogen transportation infrastructure, and to identify the eligibility of such infrastructure for cost recovery through regulated rates. The bill authorizes $100 million per year for fiscal years 2023 through 2027 to carry out the HIFIA pilot program.
