This bill establishes deadlines for the Secretary of the Interior and the Secretary of Agriculture to complete certain environmental reviews for major federal actions, such as the completion of environmental assessments within 1 year and environmental impact statements within 2 years of the application for a right-of-way or the start of scoping. The bill also requires the Secretaries to notify applicants within 60 days whether their application for a right-of-way is complete or deficient, and allows rights-of-way to be granted for up to 50 years before being subject to renewal or amendment, up from the previous 30-year limit. The bill also requires the Secretaries to annually report on any environmental assessments or impact statements that miss their deadlines.
