This bill, the "Stay Off My Line Act," proposes to amend the National Environmental Policy Act (NEPA) of 1969 to limit the scope of environmental reviews required by the Act. Specifically, it states that the term "major Federal action" under NEPA does not include projects or actions that do not involve Federal land or are not subject to Federal control and responsibility. The bill also excludes interstate effects or the provision of Federal funds from being a basis for determining whether a project or action is a major Federal action. Additionally, the scope of any NEPA review would be limited to only the portions of a major Federal action that are on Federal land or subject to Federal control and responsibility.
