Bill Summary

This bill concerns the issuance of a permit to purchase a handgun and a firearms purchaser identification card to persons age 18 to 25. Under the provisions of this bill, the Commissioner of Human Services, in consultation with the Attorney General, is required to develop a screening process and establish criteria to determine whether a person between 18 and 25 years of age who intends to apply for a permit to purchase a handgun or a firearms purchaser identification card poses a significant danger of bodily injury to self or others by having custody or control of, owning, possessing, purchasing, or receiving a firearm. In addition, the bill requires a person who is between 18 and 25 years of age to undergo the screening process established by the bill prior to applying for a permit to purchase a handgun or a firearms purchaser identification card. The bill further provides that a permit to purchase a handgun or a firearms purchaser identification card is not to be issued to a person who is determined to pose a significant danger of bodily injury to self or others by having custody or control of, owning, possessing, purchasing, or receiving a firearm pursuant to the screening process established by the bill.
