This bill establishes Department of Homeland Security funding restrictions on institutions of higher education that have a relationship with Confucius Institutes or Chinese entities of concern. A "Confucius Institute" is defined as a cultural institute funded by the Government of the People's Republic of China, and a "Chinese entity of concern" is defined as a university or college in China that is involved in military-civil fusion, the Chinese defense industrial base, or provides support to Chinese security, defense, police, or intelligence organizations. The bill states that beginning one year after the date of enactment, the Secretary of Homeland Security shall ensure that institutions with such relationships are ineligible to receive certain Department of Homeland Security funds for science, technology, research, and development. Institutions can regain eligibility for these funds by terminating their relationship with the Confucius Institute or Chinese entity of concern.
