This bill, the Emergency Conservation Program Improvement Act of 2022, amends the Agricultural Credit Act of 1978 to remove barriers for agricultural producers in accessing funds to carry out emergency conservation measures. Specifically, it expands the Emergency Conservation Program to cover not just fencing, but also other emergency measures to replace or restore farmland or conservation structures. The bill also allows agricultural producers to receive advance payments of up to 75% of the cost of replacement or 50% of the cost of repair/restoration, based on fair market value estimates. Additionally, the bill clarifies that damage from wildfires, including those not naturally caused but spread by natural causes, or caused by the federal government, are eligible for payments under the program.
