This bill, the Foreign Adversary Communications Transparency Act, directs the Federal Communications Commission (FCC) to publish a list of entities that hold FCC authorizations, licenses, or other grants of authority and have certain foreign ownership. Specifically, the bill requires the FCC to list entities where 10% or more of the equity is owned by entities from China, Russia, Iran, or North Korea (referred to as "covered entities"). The FCC must also include any other entities the FCC, in consultation with a national security agency, deems appropriate. The FCC must update this list at least annually.
