This bill amends the Texas Health and Safety Code to add a new chapter regulating kennels. The key provisions include: (1) defining "kennel" as a facility that provides boarding and related services to dogs or cats for various purposes in exchange for compensation; (2) requiring kennels to either install and maintain a smoke or similar detection system with a fire protection sprinkler system, or ensure an employee remains on the premises at all times when dogs or cats are being boarded; and (3) creating a criminal offense punishable as a Class B misdemeanor if a kennel owner or operator violates the detection system or employee presence requirement and it results in injury or death of a dog or cat. The bill provides exceptions for animal shelters, veterinary clinics, and small kennels that board no more than three animals at a time.
