This bill proposes to adopt the Agreement Among the States to Elect the President by National Popular Vote. The key provisions of the agreement are: 1) Any U.S. state or Washington D.C. can join the agreement by enacting it; 2) Member states will conduct a statewide popular election for President and Vice President; 3) The presidential slate with the largest national popular vote total will be designated as the "national popular vote winner," and the presidential electors from each member state will be certified for that slate; 4) The agreement will take effect once states with a majority of electoral votes have enacted it; and 5) Member states can withdraw from the agreement, except within 6 months of a presidential term. The bill would take effect in Texas on September 1, 2023.
