This bill amends the Texas Family Code to require courts to order retroactive child support payments from the earliest possible date of the child's conception when establishing a man's paternity through either a court order or a valid acknowledgment of paternity. The court must apply the child support guidelines and can order the man to pay an equitable portion of the mother and child's prenatal and postnatal healthcare expenses. The bill also specifies that interest on retroactive child support payments does not accrue until one year after the court order is issued. The changes apply to paternity orders and acknowledgments made on or after September 1, 2023.
