This bill expands eligibility for Medicaid in Texas under the federal Patient Protection and Affordable Care Act (ACA). Specifically, it requires the Texas Health and Human Services Commission to provide Medicaid coverage to all individuals who apply and for whom federal matching funds are available under the ACA. The bill also requires the Commission to adopt rules regarding this expanded Medicaid eligibility and to annually report on the effects, including the impact on the number of uninsured individuals, state and local health care costs, and charity/uncompensated care costs. The bill takes effect on September 1, 2023.
