This bill, the Strengthening Agency Management and Oversight of Software Assets Act, aims to improve the visibility, accountability, and oversight of agency software asset management practices. It requires each agency to conduct a comprehensive assessment of their software entitlements and inventories, and to develop a plan to consolidate software licenses and adopt enterprise license agreements where possible. The bill also directs the Director of the Office of Management and Budget to develop a governmentwide strategy to support the adoption of enterprise licenses, leverage procurement policies for interoperability, and incorporate data on software spending and performance. Additionally, the bill requires the Government Accountability Office to report on governmentwide trends and analyses of the agency plans and the governmentwide strategy.
