This bill aims to improve the environmental review process for federal-aid highway projects by encouraging the use of interactive, digital, cloud-based platforms. The Secretary of Transportation will publish guidance to encourage project sponsors to use these platforms when carrying out the environmental impact analysis and community engagement processes required under the National Environmental Policy Act (NEPA). The bill also requires the Secretary to select at least 10 federal-aid highway projects to demonstrate the use of these platforms and to report on the efficacy of using them, including metrics on achieved efficiencies, community engagement, and agency-wide efficiencies. Additionally, the Secretary must publish examples of environmental impact statements, assessments, and categorical exclusion documents developed using the interactive, digital platforms.
