This bill establishes guidelines for student participation in athletic contests organized by sex. It defines "athletics" as any interscholastic athletic competitions and "sex" as the two main categories of male and female based on an individual's reproductive biology and genome at birth. The bill declares it is the public policy of Missouri to ensure sufficient opportunities for athletics remain available for females to remedy past discrimination. It prohibits school districts and charter schools from allowing students to compete in athletic competitions designated for the opposite biological sex, as stated on their official birth certificate or another government record, with an exception for allowing female students to compete in male competitions if no corresponding female competition is offered. The bill also states that any school district or charter school that violates this provision will not receive any state aid or revenues. Finally, the bill requires the Department of Elementary and Secondary Education to promulgate rules and regulations to ensure compliance with state and federal law regarding student medical information confidentiality.
