This bill modifies provisions relating to minimum prison terms for felony offenses, excluding certain drug and controlled substance offenses. The key changes are: 1) Expanding the minimum prison term requirements to apply to all felonies, except those in chapters 579 (drug/controlled substances) and 195 (prior to 2017). Previously, the requirements only applied to specific listed offenses. 2) Revising the minimum prison term requirements, including basing them on the number of previous prison commitments rather than specific offenses. For example, offenders with one prior commitment must serve at least 40% of their sentence or until age 70, while those with three or more prior commitments must serve at least 80% of their sentence or until age 70. 3) Removing a provision that exempted offenders convicted before August 2019 from the minimum prison term requirements. 4) Retaining the sentencing advisory commission to study sentencing practices and disparities, as well as alternative sentencing options.
