This bill modifies provisions relating to access to public records of the Missouri highway patrol. Specifically, it: - Allows the Missouri state highway patrol to charge a minimum fee of $6 for records requests for Missouri Uniform Crash Reports or Marine Accident Investigation Reports, with the ability to increase the fee by up to $1 every other year up to a maximum of $10. - Establishes procedures for qualified entities (e.g. government agencies, schools, businesses providing care services) to conduct background checks on applicants, including accessing state and national criminal history records and enrolling in Rap Back programs to receive notifications of new arrests. - Exempts certain personal information of entities exempt from federal income taxation under Section 501(c) from public disclosure, with some exceptions. - Makes other changes related to fees and disclosure of records by the Missouri highway patrol and other state agencies.
