This bill establishes a pilot program that will allow public school districts in South Carolina to hire up to 10% of their teaching staff as noncertified teachers, provided the school has received a rating of "Excellent," "Below Average," or "Unsatisfactory" on its annual report card for at least two consecutive years, or is located in a critical geographic area. The noncertified teachers must have a suitable bachelor's or graduate degree and at least five years of relevant work experience. The bill sets requirements for the evaluation, training, and certification of these noncertified teachers, and requires the Department of Education to establish a separate code to track their employment and include this information on school report cards. The bill also mandates annual reporting to the General Assembly on the progress and recommendations for the pilot program.
