This bill requires public school governing bodies, including those of charter schools and special schools, to make reasonable efforts to ensure their regularly scheduled or special called meetings are open and accessible to the public through live electronic transmission, such as livestreaming, except during lawful executive sessions. If livestreaming is not possible, the governing body must make an audio and video recording of the meeting available on its website within two business days. The State Board of Education must adopt a model livestream meeting policy that includes provisions for implementation, publicizing availability, and penalties for non-compliance (up to 1% of state funds). Each governing body must adopt a local policy within three months that aligns with the state model policy and submit it for approval. The provisions of this bill must be implemented before July 1, 2024.
