This bill requires the California Department of Transportation (Caltrans) to evaluate the issues and policies that are impeding the development of renewable energy generation facilities, energy storage facilities, and electrical transmission and distribution facilities within Caltrans-owned rights-of-way. The evaluation must consider Caltrans owning the facilities or leasing, granting easements, or entering into joint-use agreements with public utilities or other entities for this purpose. The bill also requires the evaluation to identify the amount of renewable energy generation and energy storage capacity that could feasibly be developed on Caltrans-owned rights-of-way and to evaluate the suitability of these rights-of-way for needed electrical transmission and distribution facilities. The bill establishes a process for entities to apply to Caltrans for land use agreements to operate and build these types of facilities on Caltrans-owned rights-of-way and provides recommendations to facilitate their development.
