This bill would require the State Air Resources Board to update the regional greenhouse gas emission reduction targets for metropolitan planning organizations indefinitely, rather than only until 2050, and authorize the Board to establish additional targets for 2035 and 2045. The bill would require metropolitan planning organizations to quantify the reduction in greenhouse gas emissions projected to be achieved by amendments to their regional transportation plans and submit those amendments to the Board for review. The bill would also require metropolitan planning organizations to submit their adopted sustainable communities strategies or alternative planning strategies to the Board for both review and approval, and expand the Board's authority to review those strategies. Additionally, the bill would prohibit any environmental review of a project under the California Environmental Quality Act from relying on a certified environmental impact report prepared for a regional transportation plan that does not include a sustainable communities strategy determined by the Board to achieve the region's greenhouse gas emissions reduction targets.
