This bill, until January 1, 2030, requires the County of Orange or any city located within the County of Orange, if notified by the Department of Housing and Community Development that their planned disposal of surplus land is in violation of existing law, to cure or correct the alleged violation within 60 days. The bill prohibits a jurisdiction that has not cured or corrected the violation from disposing of the parcel until the department determines they have complied with the law or deems the alleged violation not to be a violation. The bill also authorizes local agencies to provide a statement describing their actions to cure or correct the violation, and requires the department to make determinations and notify the agency within 30 days of receiving the statement. The bill includes legislative findings and declarations that a special statute is necessary for the County of Orange, and provides for state reimbursement of any state-mandated local program costs.
