This bill, the Older Adults and Adults with Disabilities Housing Stability Act, would establish the Older Adults and Adults with Disabilities Housing Stability Pilot Program within the Department of Housing and Community Development. The program would provide competitive grants to nonprofit organizations, continuums of care, public housing authorities, and area agencies on aging to administer a housing subsidy program for older adults and adults with disabilities who are experiencing or at risk of homelessness. The bill would require the department to prioritize communities with a higher proportion of severely rent-burdened older adult renters and ensure geographic diversity in grant awards. Grant recipients could use funds for housing subsidies up to a defined "rent cap," relocation costs, and services like landlord recruitment and tenancy acquisition. The department would conduct oversight and evaluation of the program, and the bill would make the assistance and services received under the program not count as income for determining public assistance eligibility.
