Bill Summary

An act to add Section 39619.9 to the Health and Safety Code, and to add Section 3118 to the Public Resources Code, relating to oil imports.

AI Summary

This bill aims to increase transparency around the air quality impact of oil imports to California. It would require the State Energy Resources Conservation and Development Commission to monitor and identify on its website which foreign countries exporting oil to California have demonstrated human rights abuses or lower environmental standards than California. The bill would also require the California Air Resources Board to annually assess the greenhouse gas emissions associated with the transportation of both imported and in-state produced oil, and for the Geologic Energy Management Division to provide a link on its website to air quality emissions data related to imported oil transportation.
