This bill revises the process for individuals to request name changes in Washington. The key provisions include: (1) allowing name change petitions to be filed in any superior court in the state, rather than just the district court where the person resides; (2) expanding the grounds for sealing name change files to protect the privacy of individuals, including those who have received asylum, refugee, or special immigrant juvenile status, or who are changing their name due to gender expression or identity, or fear of domestic violence, stalking, harassment, or coercive control; and (3) allowing juvenile courts to adjudicate or grant concurrent jurisdiction for name changes for children named in certain legal proceedings. The bill also modifies requirements for offenders under the jurisdiction of the Department of Corrections who seek a name change.
