This bill amends the 1988 PA 57 law to allow two or more municipalities to incorporate an authority for the purpose of providing emergency services to the incorporating municipalities. The key provisions are: (1) the incorporating municipalities can determine the territory under the authority's jurisdiction, which must include the total territory within the incorporating municipalities; (2) the articles of incorporation must be published and filed with the Secretary of State, and the validity of the incorporation is presumed unless challenged within 60 days; and (3) the laws of the state that apply to a municipality that becomes part of an authority will continue to apply to the municipality and the authority after the municipality joins.
