Bill Summary

This bill requires every manufacturer of motor vehicles to stamp or engrave the motor vehicle identification number onto each catalytic converter installed in any motor vehicle sold within this State. Under the bill, "manufacturer" is defined to mean a person engaged in the business of manufacturing or assembling motor vehicles, who will, under normal business conditions during the year, manufacture or assemble at least 10 new motor vehicles. A violation of the bill's provisions is an unlawful practice under the New Jersey consumer fraud act. An unlawful practice is punishable by a monetary penalty of not more than $10,000 for a first offense and not more than $20,000 for any subsequent offense. In addition, a violation can result in cease and desist orders issued by the Attorney General, the assessment of punitive damages, and the awarding of treble damages and costs to the injured party.
