This bill amends the South Carolina Code of Laws by adding Section 11-1-130, which prohibits certain contracts with foreign-owned companies in connection with critical infrastructure. The key provisions include: 1) Defining critical infrastructure as communication systems, cybersecurity systems, electric grids, hazardous waste treatment systems, and water treatment facilities; 2) Prohibiting businesses and governmental entities from entering into agreements that would grant direct or remote access to or control of critical infrastructure in South Carolina, with companies owned or controlled by citizens of or governments in China, Iran, North Korea, Russia, or other designated "threat" countries; and 3) Allowing the Governor to designate countries as threats to critical infrastructure after consulting the Homeland Security Council.
