This bill would require the Ocean Protection Council to oversee the establishment of an independent nonprofit West Coast Offshore Wind Science Entity. The entity would be tasked with directing comprehensive baseline and ongoing monitoring of the California current ocean ecosystem, as well as targeted research, to inform state and federal decisions about offshore wind development and the management of affected marine resources. The bill would require the Council to form a steering committee by July 1, 2024, to provide governance and oversight on the entity's processes and procedures. The steering committee would include representatives from state and federal agencies, California tribes, the offshore wind industry, and environmental protection or environmental justice organizations. The entity would be responsible for reviewing and incorporating existing research, obtaining data standards, identifying research needs, and recommending data management practices to support transparency and data analysis.
