This bill creates the "Missouri Save Adolescents from Experimentation (SAFE) Act", which prohibits health care providers from performing gender transition surgeries or prescribing cross-sex hormones or puberty-blocking drugs for the purpose of gender transition on individuals under 18 years of age. The bill provides for a private right of action against health care providers who violate these provisions, allowing plaintiffs to recover damages. The bill also prohibits MO HealthNet (Medicaid) payments from being used for gender transition procedures. The provisions of the bill will take effect 6 months from the date of the governor's signature, or in January or March 2024 depending on whether the governor signs or vetoes the bill.
