This bill modifies provisions relating to minimum prison terms. It repeals and reenacts sections of Missouri law, including: - Requiring offenders with previous prison commitments to serve at least 50% of their sentence, regardless of the offense (with exceptions for "dangerous felonies"). - Maintaining the existing requirement for offenders convicted of "dangerous felonies" to serve at least 85% of their sentence. - Preserving the current minimum sentences for offenders convicted of sexual offenses against children under 12 years old. - Establishing a Sentencing Advisory Commission to study sentencing disparities and alternative sentencing options. - Allowing courts to order restorative justice methods, such as restitution and community service, as part of suspended sentences. - Maintaining the existing extended sentences for "persistent" and "predatory" sexual offenders.
