This bill allows a licensed psychologist to apply for a conditional prescribing certification from the Department of Education if they meet certain requirements, such as having a master's degree in clinical psychopharmacology and passing an examination. The conditional certification is valid for two years, during which the psychologist can prescribe psychotropic medications while maintaining a collaborative relationship with a qualified clinician. After the two-year period, the psychologist can apply for a full prescriptive authority certification if they meet additional requirements. The bill also amends the Education Law to require the State Board for Psychology to include at least two prescribing psychologists.
