This bill modifies the responsible bidder criteria for public works projects in Washington state. Additionally, the bill requires the Department of Labor and Industries to develop an attestation document for bidders to verify they meet all the responsible bidder criteria. The bill also establishes that contractors who are found to have violated certain labor laws or apprenticeship requirements within a five-year period will receive a written warning, and if they violate these requirements again within three years, they will be prohibited from bidding on public works projects for one year.
