This bill establishes the Virginia Opioid Use Reduction and Jail-Based Substance Use Disorder Treatment and Transition Fund, to be administered by the Department of Criminal Justice Services. The purpose of the Fund is to provide funding and support for the planning and implementation of locally administered, jail-based addiction recovery and substance use disorder treatment and transition programs in local and regional jails. The bill requires the Department to adopt guidelines in consultation with the Virginia Sheriffs' Association and the Virginia Association of Regional Jails to govern the distribution of funds to eligible programs, including those providing medical-assisted treatment, addiction recovery, and reentry/transitional support services. The bill has a delayed effective date of July 1, 2024.
