This bill amends Washington state law to place limits on the governor's ability to restrict the operations of religious institutions during a declared state of emergency. The bill requires that any order issued by the governor that would close or interfere with the regular operation of religious institutions must be the "least restrictive means of furthering a compelling government interest." The bill also extends the time period for which the governor can waive or suspend statutory obligations from 30 days to up to the duration of the legislative session, with the possibility of extension by the legislative leadership if the legislature is not in session.
