Requires the Washington state patrol firearms background check program to conduct background checks on all firearms transfers and prohibits dealers from delivering firearms until the requirements and time periods under state law have been satisfied. Dealers must transmit firearm transfer information through the secure automated firearms e-check (SAFE) system to the Washington state patrol firearms background check program.
The bill also makes various other changes to firearms purchase and transfer procedures, including requirements related to background checks, waiver of confidentiality, reporting to state agencies, and dealer licensing and record-keeping.
