This bill: Requires persons applying to purchase or transfer firearms to provide proof of completion of a recognized firearms safety training program within the last five years, with certain exceptions. The training must cover basic firearms safety rules, firearms and children, firearms and suicide prevention, secure gun storage, safe handling of firearms, state and federal firearms laws, and techniques for avoiding and managing violent confrontations. Requires the Washington state patrol firearms background check program to conduct background checks on all firearms transfers and prohibits dealers from delivering firearms until the requirements and time periods under state law have been satisfied. Dealers must transmit firearm transfer information through the secure automated firearms e-check (SAFE) system to the Washington state patrol firearms background check program. The bill also makes various other changes to firearms purchase and transfer procedures, including requirements related to background checks, waiver of confidentiality, reporting to state agencies, and dealer licensing and record-keeping.
