AN ACT to amend the environmental conservation law, in relation to prohibiting the release of certain balloons

This bill prohibits the release of certain balloons constructed of electrically conductive material filled with helium or a gas lighter than air, and also prohibits the release of 25 or more non-electrically conductive balloons filled with helium or a gas lighter than air within a 24-hour period. However, the bill provides exceptions for balloons used for scientific or meteorological purposes, as well as for manned hot air balloons. The bill will take effect on January 1 of the year following the date it becomes law.
