This bill allows the governing body of a municipality or independent school district to authorize the use of preferential voting for nonpartisan elections of local officials. The bill requires the secretary of state to prescribe procedures for a preferential voting system, which allows voters to rank candidates in order of preference. If no candidate receives a majority of first-choice votes, the votes for the candidate with the fewest votes are reassigned to voters' next preferred candidates until one candidate achieves a majority. The bill also eliminates primary elections and runoff elections for these local offices that use preferential voting.
