This bill creates a new section of Kentucky's KRS Chapter 258 to define key terms such as "animal shelter," "breeder," "broker," and "retail pet shop." It prohibits retail pet shops from selling dogs, cats, and rabbits, but allows them to collaborate with animal shelters to showcase these animals for adoption. Retail pet shops must maintain records documenting the source of each animal they showcase for at least one year, and are prohibited from collaborating with breeders or brokers to obtain animals. The bill also prohibits the sale or transfer of dogs, cats, or rabbits in publicly accessible spaces. Finally, it amends the existing KRS 258.990 to include a civil penalty for retail pet shop operators who violate the provisions of this bill.
