This bill: - Restricts the sale of most mercury-containing lights, such as compact fluorescent lamps and linear fluorescent lamps, beginning in 2029, with some exceptions for special purpose mercury-containing lights and casual sales. - Extends the existing product stewardship program for mercury-containing lights until December 31, 2028, and modifies the program's requirements, including changes to the method of financing the program starting in 2029. - Requires all persons, residents, and facilities to recycle their end-of-life mercury-containing lights and prohibits the disposal of these lights in the trash. - Repeals the existing mercury-containing lights product stewardship program statutes effective January 1, 2035, or an earlier date determined by the Department of Ecology based on a cost-benefit analysis. - Prescribes penalties for violations of the act's requirements.
