Bill Summary

AN ACT RELATING TO MOTOR VEHICLES; CREATING THE NONTRADITIONAL COMMUNICATION OR DISABILITY REGISTRY; REQUIRING PEACE OFFICERS WHILE ENFORCING TRAFFIC LAWS TO, IF PRACTICABLE, DETERMINE WHETHER A MOTOR VEHICLE IS IN THE NONTRADITIONAL COMMUNICATION OR DISABILITY REGISTRY.

AI Summary

This bill creates the Nontraditional Communication or Disability Registry, which allows vehicle owners to voluntarily add their vehicle to a registry if the vehicle is regularly driven or occupied by a person with a medical condition or disability that may affect their ability to communicate with or respond to law enforcement. The bill requires peace officers, when practicable, to check the registry before interacting with a driver or occupant, and to take appropriate safety precautions if the vehicle is listed on the registry, such as minimizing the use of flashing lights if the occupant has a seizure disorder. The bill also requires the Department of Motor Vehicles to include registry information in its vehicle records and share it with the Department of Public Safety for inclusion in the national crime information center system.
