This bill amends the New York education law to require each community school district located within a city with a population of one million or more to establish at least one school dedicated to teaching students with dyslexia and other phonemic language-based learning differences. These schools must use multisensory sequential phonics techniques in their elementary and secondary education curriculum, and teachers and instructors at such schools must have a minimum of 20 hours of training in multisensory sequential phonics techniques.
