This bill modifies the requirements for obtaining a short-call or lifetime substitute teaching license in Minnesota. Specifically, it allows the Professional Educator Licensing and Standards Board to issue a lifetime qualified substitute teaching license to individuals who held a Tier 3 or Tier 4 teaching license and receive a retirement annuity, or held an out-of-state teaching license and receive a retirement annuity, or held a Tier 3 or Tier 4 license and taught in an accredited nonpublic school in Minnesota for at least three years before receiving a retirement annuity. The bill also creates a new short-call substitute teaching license that can be issued to applicants who hold at least an associate's degree, are enrolled in a teacher preparation program, or have been employed as an education support personnel or paraprofessional for at least one school year. Additionally, the bill provides a temporary provision for the 2022-2023 through 2024-2025 school years that allows school districts and charter schools to employ short-call substitute teachers who meet certain professional requirements, without requiring a license.
