This bill establishes the Climate Corporate Data Accountability Act, which requires certain business entities within New York State to annually disclose their scope 1 (direct greenhouse gas emissions), scope 2 (indirect emissions from purchased electricity, heat, or steam), and scope 3 (other indirect emissions) emissions. The bill also creates the Climate Accountability and Emissions Disclosure Fund to receive fees from reporting entities to cover the costs of administering and implementing the Act. The Attorney General can seek civil penalties for willful non-compliance, and the Department of Environmental Conservation is tasked with developing regulations and a reporting program to receive and make the disclosures publicly available.
