This bill proposes to amend the special education funding formula in Washington state. It would gradually increase the special education cost multiplier rate over the next several years, from 1.15 in the current law to 1.2 starting in the 2026-27 school year. The excess cost allocation to school districts for special education students would be based on the district's annual average enrollment of eligible students, with different multipliers applied to students in general education settings for 80% or more of the school day versus less than 80%. The bill also adjusts the enrollment percent threshold above which the excess cost allocation must be adjusted.
