This bill makes numerous changes to education finance and education programs in California, including: 1. Revising the priority order for enrolling 2-year-old children in California state preschool programs until July 1, 2027. It also requires the Superintendent to develop guidance for safely serving 2-year-olds, including on diapering and toilet training. 2. Extending the California Universal Preschool Planning Grant Program to allow existing grantees to apply for renewal grants in 2023-24, and to allow new applicants in 2024-25. 3. Authorizing school district instructional continuity plans to allow students to temporarily enroll in or be reassigned to another district within the same county or an immediately adjacent county during an emergency. 4. Excluding attendance generated through an attendance recovery program from average daily attendance calculations. 5. Expanding eligibility for the community school preschool program to include 2-year-old children. 6. Revising the appropriations from the Public School System Stabilization Account that the Controller must transfer to the State School Fund. 7. Extending the requirement for expanded learning opportunity providers to maintain child care facility licenses or permits until June 30, 2025. 8. Making changes to the requirements and implementation of attendance recovery programs, including prohibiting crediting students with more than 5 days per week. 9. Extending the end date for allowing school districts to submit affidavits to the Superintendent for average daily attendance lost due to emergencies. 10. Revising reporting requirements for juvenile court schools and county community schools. 11. Extending the due date for a legislative assessment of allied health programs. 12. Prioritizing Golden State Teacher Grant awards to applicants with the lowest income and asset levels. 13. Repealing a requirement for the Chancellor's Office to report on a telecommunications discount program. 14. Authorizing an additional 15 community colleges to participate in the Rising Scholars Network. 15. Changing reporting deadlines for various community college programs. 16. Requiring the Office of the State Fire Marshal to update occupancy standards for day care centers by January 1, 2027. 17. Providing a $1.5 million appropriation to the Trinity Alps Unified School District for an all-weather track.
