This bill prescribes various statewide warehouse design and build standards for any proposed new or expanded logistics use developments, including requirements for building design, parking, truck loading bays, landscaping buffers, entry gates, and signage. It also requires facility operators to establish and submit for approval a truck routing plan to and from the state highway system, and prohibits a city, county, or city and county from approving a logistics use that does not meet or exceed the standards outlined in the bill. Additionally, the bill requires counties and cities to update their circulation elements to identify and establish specific travel routes for the transport of goods, materials, or freight, and requires the South Coast Air Quality Management District to deploy mobile air monitoring systems and conduct air modeling analysis in certain counties. The bill also establishes that the provisions apply to all cities, including charter cities, as the Legislature finds the movement and storage of freight is a matter of statewide concern.
