This bill amends the tax law to provide $10 million annually for grants related to the expansion and support of crisis intervention services and training programs. The bill requires the New York State Office of Mental Health, in conjunction with the Division of Criminal Justice Services and the Office of Addiction Services and Supports, to develop a plan for distributing these funds to provide training for law enforcement officers, 911 dispatchers or call takers, and first responders. The plan must consider factors such as population and number of staff eligible for training, and the Office of Mental Health and Division of Criminal Justice Services must provide an annual report on the progress of the program, including the number of individuals trained, their occupations, and their county of employment.
